投入國民黨總統初選的立法院副院長洪秀柱4日批評，蔡英文在美國智庫的演說，對國家論述「表裡不一」，這將無法持續推動兩岸關係的和平穩定發展，也不可能建立具一致性、可預測且可持續的兩岸關係。針對蔡英文的整體演說，洪秀柱提出4點評價：第一，沒有經濟發展，「參與式民主、公平分配與社會正義」的訴求有可能會變成「階級鬥爭」的工具，造成均貧結果；第二，沒有開放與和平的兩岸關係，台灣不可能進入全球自由化體系，經濟自然難以發展，創新經濟也是虛幻；第三，兩岸也是全球的一環，沒有兩岸的和平，難有積極的全球和平外交作為；第四，蔡英文的國家論述「表裡不一」。

洪秀柱表示，蔡英文堅決不贊同廢除《台獨黨綱》，反對「九二共識」，如今卻說「將在中華民國現行憲政體制下」推動兩岸關係，看來還是採取《台灣前途決議文》裡的策略，即暫時授受「中華民國」這個國號及憲政體制，但是本質上卻是「一中一台」。

她批評，蔡英文此舉是「極不道德的一種政治行為」。
